ASSISTANT DIRECTOR: HUMAN RESOURCE ADMINISTRATION (X2 POSTS)

REF NO: MPDOH/JULY/25/228 (Re-advertisement – Mpumalanga Department of Health 2025/2026)

SALARY: R468 459 per annum (Level 9) (Plus competitive service benefits: medical aid allowance, housing allowance, 13th cheque, pension, etc.)

CENTRES (1 post each):

  • Rob Ferreira Hospital – Ehlanzeni District (Mbombela area)
  • Witbank Hospital – Nkangala District

MINIMUM REQUIREMENTS

  • Senior Certificate (Grade 12) plus National Diploma / Bachelor’s Degree (NQF 6/7) in Human Resource Management / Public Management / Public Administration
  • Minimum 3 years’ relevant HR experience at supervisory/managerial level (Level 7/8 or higher)
  • Extensive PERSAL knowledge with at least 4 completed PERSAL courses (Certificates required)
  • In-depth knowledge of:
    • Public Service Act & Regulations
    • BCEA, Labour Relations Act, Employment Equity Act
    • COIDA, PILIR, Pension Case Management
    • PFMA, OHS Act, OSD translations
  • Strong computer literacy (MS Word, Excel, PowerPoint, Outlook)
  • Valid driver’s licence
  • Excellent report-writing, analytical and problem-solving skills
  • Ability to work under pressure and meet strict deadlines

KEY DUTIES & RESPONSIBILITIES

  • Oversee full HR Administration & Provisioning (recruitment, selections, appointments, transfers, qualifications verification, probation management)
  • Manage conditions of service & employee benefits (leave, housing allowance, overtime, pensions, resignations, ill-health retirement, IOD/COIDA)
  • Supervise PERSAL transactions and ensure 100% compliance and audit readiness
  • Coordinate Performance Management & Development System (PMDS) processes
  • Provide secretarial support for interview panels and selection committees
  • Compile and submit accurate monthly, quarterly and annual HR reports
  • Monitor internal controls and support internal/external audit processes
  • Supervise and develop junior HR staff
  • Advise management and staff on HR policies, legislation and best practices
  • Play a key role in workforce planning, budgeting and establishment control
