SUPPLY CHAIN MANAGEMENT PRACTITIONER

SALARY: R325 101 – R382 959 per annum (Level 07) The successful candidate will be required to sign a performance agreement.

CENTRE: National Office – Midrand (Gauteng)

REQUIREMENTS FOR THIS SUPPLY CHAIN MANAGEMENT PRACTITIONER POSITION

  • Grade 12 plus a recognised National Diploma or Degree (NQF Level 6 or higher) in Supply Chain Management, Purchasing Management, Logistics Management, Procurement Management, Finance, Economics, Financial Management, Public Administration or equivalent qualification
  • Minimum of 1 year proven working experience in a Supply Chain Management / Procurement / Demand Management / Acquisition Management environment
  • Valid driver’s licence (Code B or higher)
  • In-depth knowledge of the Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA), National Treasury Regulations, Broad-Based Black Economic Empowerment (BBBEE), COIDA and all SCM legislative frameworks
  • Advanced computer literacy in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook)
  • Strong understanding of tender processes, contract management, supplier database management (CSD), bid administration and procurement best practices

Key Competencies & Skills Required: Strategic thinking, planning and organising, problem-solving, report writing, financial management, excellent communication (written & verbal), time management, ability to work under pressure and meet strict deadlines, teamwork and high level of professionalism.

KEY DUTIES AND RESPONSIBILITIES

  • Provide full secretariat services to the Bid Evaluation Committee (BEC) and Bid Adjudication Committee (BAC)
  • Compile and advertise tender documents, manage compulsory briefing sessions and handle all bid administration processes
  • Source quotations from the Central Supplier Database (CSD) in line with National Treasury threshold values
  • Perform demand and acquisition management functions including generating purchase orders on the JDAS or similar system
  • Render effective contract management services – monitoring, renewals, amendments, terminations and supplier performance evaluations
  • Ensure compliance with all SCM policies, PFMA, PPPFA and Treasury Instructions at all times
  • Maintain an accurate contract register and notify end-users of expiring contracts timeously
  • Coordinate the full tender process from advertising on the eTender portal to final submission
  • Manage supplier relationships in line with the code of ethics
  • Provide administrative support: filing, scheduling meetings, travel claims, petty cash and office correspondence
